DAVID WATERS JOINS BLT AS GENERAL COUNSEL

Norwalk, CT - (March 30, 2007) - Building and Land Technology President and CEO, Carl R. Kuehner, III announced today that David Waters has joined the firm as General Counsel. According to Kuehner, ÒWaters brings depth and breadth to the BLT organization with a vast knowledge of real estate law and many years of successful private practice. We're very pleased to have him on board".

For almost the last 25 years, Waters has practiced law with Lepofsky, Lepofsky & Lang of Norwalk in the fields of land use and development, real estate transactions and financing, condominium law and related areas. During that time he has represented several major development companies including Building and Land Technology, AvalonBay Communities, Prime Development Group and A.D. Phelps, among others.

Waters is a member of the American Bar Association, the Connecticut Bar Association, and the Fairfield County Regional Bar Association and is currently co-chair of that group's Land Use Committee. He has participated as a lecturer on land use for the Regional Bar, the Connecticut Bar Association and the Hartford Bar Association. He also serves on the Wilton Council of Public Facilities.

A graduate of Penn State University (BA) and the University of Connecticut School of Law (JD), Waters lives with his wife and daughter in Wilton, Connecticut.

A second-generation real estate development company, Building and Land Technology has completed ventures worth more than $2 billion as developers, builders and historic redevelopers. Their numerous office parks, apartment complexes, single-family subdivisions, common interest communities and adaptive reuse projects are located throughout Fairfield County and on the West Coast.
